The Devils' High Emissary is a high-ranking Fallen Captain belonging to the House of Devils, who reported directly to the High Priests of the Devil Splicers. He could be found aboard the Ketch located on the highway outside the Wall of Old Russia: Splicership Menkis-Syn.[1]

Gameplay[edit]

The Devils' High Emissary is one of the three possible Ultras that can be encountered aboard Menkis-Syn. The Ketch can only be accessed via the Breach, but the path is blocked by a laser grid that requires a Splicer Intel Relay in order to bypass it.
