The Kell's Scourge is a Fallen terrorist syndicate lead by Siviks, Lost to None with hideouts across the Solar System. They are seeking to use the technology of the Black Armory to gain power and control.

History

At some point before Black Armory, Siviks fell out with his brother, and formed the organization separately. Through unknown means, Siviks and his crew stole technology from the Black Armory and took to their hideout in the Last City.

Structure

The Kell's Scourge is similar to that of the Spider's, with both groups being Fallen criminal organizations that are working for their own interests.
