Phased Captains, Kell's Scourge were special, Major-tier Fallen Captains that were enhanced with Radiant Batteries stolen from the Black Armory, distinguished by azure/cyan glow affect. They were deployed by the Kell's Scourge crime syndicate in their raids on the Armory's Lost Forges.[1][2]
