Devils' High Emissaries were a high-ranking group of Ultra Fallen Captains belonging to the House of Devils, who reported directly to the High Priests of the Devil Splicers. They could be found aboard the Ketch located on the highway outside the Wall of Old Russia: Splicership Menkis-Syn.[1]
Gameplay
The Devils' High Emissary is one of two possible Ultras that can be found aboard Splicership Menkis-Syn, via use of a Splicer Intel Relay while on patrol. Upon their defeat, a chest toward the back of the ship will open, revealing the Khvostov 7G Schematic needed to construct the Khvostov 7G-0X Exotic Auto Rifle.
