The Created Congression is a fanatical gathering of Dread, Taken, Scorn and Shadow Legion under the command of the Disciple Tivon, the Eternal Will. They believe that they are closer to the Final Shape than any of its other servants, most notably the Hive, who should be commanded by them rather than the other way around. They serve as the main antagonists of the Congression episode and the second and third acts of the Rebirth episode.
