At some point prior to the Collapse, Humanity established a location called Nefele Stronghold. Then, the Humans aboard The ECHO pods comissioned by Soteria survived the Collapse and managed to hide on the planet and eventually developed inventions that surpasses the technology developed during the Golden Age before it, including enhancements that enables them to be a Cloud Strider at the expense of a maximum of a 10-year lifespan.

After Savathûn possessed Osiris's body following the appearance of the Wrathborn up until the moment Mara Sov's coven of Techeuns excorsised her worm and returned Osiris's body, Osiris would stay in a coma until Mithrax purified the relics of Nezarec the Guardian recovered from the Pirate Lords recruited by Eramis. Mithrax would reduce the relics to a concoction to be delivered to Saint-14, who then delivers it to Osiris, where he would wake up from his coma and tell Saint-14 the experience of being possessed by the Witch Queen and the visions of a city on Neptune (eventually called Neomuna).
Neptune would become a focus of Vanguard attention thanks to the conclusion of Season of Plunder, as Osiris had gained visions of a city hidden upon its surface, gleaned from his time as the puppet of Savathûn. Despite all the searching performed during Season of the Seraph, nothing was detected upon Neptune, until Rasputin divulged the existence of a city, the information kept hidden in a vault in the Cosmodrome.

The Vanguard and Empress Caiatl's fleet believe he is being tricked by the Witch Queen, so decides to get knowledge from Rasputin, but finds out that Rasputin has not yet returned. He and the Bray family suggest that Rasputin be rebuilt by recovering the subminds and housing them in a root kernel. Rasputin is finally awake upon recovering data from Felwinter's Ghost Felspring, with Osiris inquiring Rasputin about the knowledge he holds of a city of Neptune (Neomuna) Osiris saw while being possessed by the Witch Queen. Rasputin and Osiris collaborate on the data referencing Nefele Stronghold. Then, Rasputin tasks the Guardian with recovering data related to Nefele Stronghold from a bunker in the Cosmodrome. They do so and hand it over to the Vanguard and Rasputin for decryption. He finally decrypts them confirming the existence of Neomuna and a mysterious paracausal object called "The Veil" prior to his sacrifice, when Eramis attempted to use the Warsats to initiate ABHORRENT IMPERATIVE, a protocol designed to strike down the Traveler, and allow Xivu Arath's forces to invade Earth at the command of The Witness. The Guardian begin preparations for Neptune.
This city would come to be known as Neomuna. The AI creation of the Ishtar Collective, Soteria, chose Neptune as one of the only safe spaces to send colony ships to prevent the extinction of humanity. This reasoning would later be detailed by the Neomuni archivist Quinn Laghari, stating that the erratic magnetic field of Neptune was perfect for hiding a city.

The Guardian soon discover Neptune after following Ikora's orders to chase after Osiris, who discovers that the Witness has found the location of the Veil on Neptune and instructs its new Disciple Emperor Calus to have his Shadow Legion attack Neptune. In response, the Neomuni would upload themselves on the CloudArk to hide from the invading Shadow Legion forces. The Guardian discovers the city on Neptune to be called Neomuna and meets the Cloud Striders Nimbus and Rohan. They and Osiris would work with the Cloud Striders to drive out the Shadow Legion invading the city. They all regroup at the Hall of Heroes and learn that the Cloud Striders are defenders of Neomuna with a 10-year lifespan. They begin working on stopping the Witness from getting its hands on the Veil, but before doing so, Nimbus receives a gift intended for the Guardian from Mara Sov and hands it to them (the Guardian). She reminds them that the Guardians are fighting a two-front war with the Shadow Legion, with one front on Neptune and the other front on Earth.
With the advent of Lightfall, Neptune has become the subject of an invasion by the Shadow Legion, seeking to take a paracausal artifact from Neomuna, known as the Veil. This artifact was hidden on Neptune by Savathûn, with the people of Neomuna using its powers to create technology such as the CloudArk. The shimmering city of Neomuna has now become scarred with damage, with an unquantified section of the city demolished by the parking of Calus's flagship, the Typhon Imperator.

They learn that Calus is using the Shadow Legion to find and use the Veil to establish a link with the Radial Mast at the command of the Witness, so the Cloud Striders instruct the Guardian to board Calus's flagship, the Typhon Imperator and destroy the Radial Mast. They fail to do so, and just as the Shadow Legion ambushes them, Empress Caiatl arrives to rescue them and help the Guardian evacuate the flagship. Then, Nimbus instructs the Guardian to clear the out the CloudArk reactor Vex and reboot the CloudArk. They use Strand to navigate the reactor. They finally clear out the Vex and reactivate the reactor, but they discover the Shadow Legion used the reactor as bait for its destruction. They use the Strand fonts scattered throughout the facility and grapple to various grapple points to make their escape. The bombs detonate as the Guardian barely escapes from the reactor. Back at the Hall of Heroes, Osiris master the control of Strand near the Pouka Pond. He reveals to Nimbus the nature of Light and Darkness. Light is the force that deals with physical transformation; Darkness is the force that deals with physical memory. He learns that in order to effectively control Strand, one must flow with the river, not against it. He passes this knowledge onto the Guardian as they learn to control it as well. Despite the advice, the Guardian succumbs to exhaustion from interacting with a large Strand font in Maya's Retreat. Osiris encourages them to not give up and defeat the Vex Mind.

They regroup at the Hall of Heroes and discover that Calus is beginning his work to establish an uplink between the Veil and the Radial Mast. They bypass various suppression fields using Strand and push back the blockade set up by the Shadow Legion. Nimbus assists the Guardian by using Neomuni tech to upload a replica of a Drake Tank and summon it through various pads. They finally reach the site of the Radial Mast locked away in an Ishtar Collective lab after bypassing the blockiade. The Guardians to defend Rohan as he finds a way to expose the Radial Mast's relay. They defeat the Shadow Legion invading the lab. They get exhausted from using Strand before they were able to destroy the Radial Mast, so Rogan decides to sacrifice him to destroy it before he succumbs to the augmentations made in being a Cloud Strider. Nimbus asks the Guardian to bring Rohan's core to them (Nimbus). As the Shadow Legion begins its preparations for a siege to penetrate the Veil's defenses, Nimbus notes a haunting presence has been detected in the CloudArk, so they and Caiatl task the Guardian with eradicating the Taken within the Vex Domain. They defeat the Taken Hydra and hear a mysterious voice revealing itself to be Nezarec.

As the preparations to prevent Calus from reaching the Veil go underway, the Guardian forms a plan: Caiatl would assist them in defending the ; Nimbus would activate the remaining CloudArk defenses protecting Neomuna; and Osiris would help them gain understanding of Strand. They finally do gain understanding of Strand by returning to the Vex Domain and completing the training program set up by Osiris. Phase 1 of the Guardian's plan is complete, so they begin phase 2 by first destroying the Shadow Legion's AA turrets, then retreating to a nearby plaza to defend the CloudArk turrets. The Shadow Legion begins their assault on the plaza as phase 2 is complete. They use Ishtar Collective ordnance to destroy Goliath Tanks and allow the turrets and their weaponry to deal with the troops for long enough until Empress Caiatl and her forces arrive to begin phase 3. They continue defending the plaza on their own from the Shadow Legion and Tormentors bearing the title "Imprint of Nezarec." After the assault ends temporarily, a projection of Calus taunts his daughter and blasts open the Veil's defenses.

Empress Caiatl encourages the Guardian to pursue the Veil before her father does and stays behind to distract the Shadow Legion forces for as long as she is able. They make their way to the Veil Containment site and sees the Veil in the flesh. Ghost notes the similarities between the Traveler and the Veil in Light energy. Caiatl informs the Guardian that Calus is on his way to them for a final showdown. They confront him on the lowest level of the containment site directly underneath the Veil. He is finally defeated for good, but the Witness uses the Guardian's own Ghost to drink the Light from the Veil, as prophesized in the prophecy wall on Rhulk's Pyramid. Caiatl realizes they will lose to the forces of the Witness as it begins its plan for the Final Shape by killing something.

Despite the loss, the Guardian begins their efforts to assist the Neomuni in their reconstruction of Neomuna after attending Rohan's memorial in the Hall of Heroes. They help the Archivist repair Cloud Strider monuments damaged by the Vex and Nimbus in following Rohan's notes leading into the Black Garden. They also work to gain mastery of Strand by spending Strand Meditations at the Pouka Pond to purchase upgrades to their newly-acquired Strand subclass now able to be used outside of Neptune. The Neomuni begin experiencing nightmared and believes the entity Nezarec to be responsible.

Neptune is the eighth planet of the Sol System, with strong winds, glassy dunes, and high pressure at its surface. The ice giant has fourteen moons, including the Hive occupied moon of Nereid.[1]

History

During the Collapse, Humanity established a city on Neptune that was codenamed Nefele Stronghold by Rasputin. There, the Humans aboard the ECHO colony pods guided there by Soteria survived the Collapse and managed to hide on the planet, eventually developing technology that surpassed that developed during the Golden Age before it, including nanotechnology enhancements that enabled the creation of Cloud Striders.

After Empress Caiatl and the Imperial Cabal arrived in the system, increased Cabal traffic around Neptune's gravity well was detected with an unknown purpose.[2]

This city would come to be known as Neomuna. The AI creation of the Ishtar Collective, Soteria, chose Neptune as one of the only safe spaces to send colony ships to prevent the extinction of humanity.[3] This reasoning would later be detailed by the Neomuni archivist Quinn Laghari, stating that the erratic magnetic field of Neptune was perfect for hiding a city.
