The Tower of Woe is a massive skyscraper inside the Scarlet Keep built by the Hive and can be only entered in The Scarlet Keep Strike.
Overview and layout[edit]
The Tower has three floors, accessible via a giant elevator. Two of them are managed by Revenant Wizards, and the final one at the top is guarded by Hashladûn, Daughter of Crota.
