Werner 99-40 is a Frame hacked by Emperor Calus located on a barge sent by the Loyalists from the Leviathan to Watcher's Grave, Nessus. Werner is also a member of the Shadows of Calus. Aside from certain quest actions, Werner is functionally identical in gameplay to his undercover Tower counterpart, Benedict 99-40.
