These creatures are created on the moon by the Shadow Brood and the Shadow Collective, they're creatures inside pods that are mutated and fused together and turned into soldiers for the Shadowkeepers yet The Creations mostly only remain on the Moon near the Shadow Broods fortress except for the ones that are used in the Shadow Games.

This only happens when a Mutation isn't properly done or it isn't finished with its developing and still was let out of its pod, doing thing can lead into a bigger abomination and it can have many flaws in the Mutation and would probably even turn on their creators if their minds weren't fully developed in the pods.
