Assuming by her appearance with her sister, the two serve as Bond Sisters of sorts where they obtained control over a large Cabal battalion where they attempt to seek control over the EAZ as a new base of operations.
Gameplay
Tluam, along with Vrag, will spawn from their respective Harvester along with a squad of their own Red Legion troops. There, Tluam will hold the Courtyard with her sister until her sister is killed.
