The Nightmare of Rovikis, Council Hand is a Nightmare of a Fallen Dreg seen in the Archer's Line as a part of a weekly powerful Nightmare boss. Assuming by name, Rovikis was once a part of a highly regarded Fallen Council tasked with maintaining order within their respective House before being vanquished by an unknown foe. During the events of Shadowkeep, however, the Dreg and their peers would be rereated by the dark powers of the Pyramid as a deadly, yet rarely appearing foe.
