Sorrow-Maker is a rank amongst the Hive (predominantly the Weavers of Sorrow) and is seen as the leading Hive weapons master.
Overview
The Sorrow-Maker is seen as a title of high remorse, sometimes even referred to as the Hive's "bogeyman." They are predominately known for the production of the Weapons of Sorrow and other Hive weapons.
It is possible that the Shin'ra, the Sorrow-Maker himself is one of the Disciples of the Witness and likely the source of the whispers that led to the creation of the Necrochasm.
