Salvage Hoarders are crazed Fallen Captains encountered very rarely in Salvage operations. When a job is completed, there is a small chance that a Skiff appears in a middle point of the map to drop off a Salvage Hoarder with some troops. Defeating the Captain makes it drop large amounts of loot and seasonal keys, and progresses the Salvage Treasurer Triumph.
