The Kell's Rising is a location within Riis-Reborn only accessible through Riis-Reborn Approach. It is built on the remains of Clovis Bray's colony in the Rathmore Chaos regions of Europa.
The Fallen House of Salvation occupy the city and later the Vex also enter the city of Riis-Reborn following the events of The Glassway.
