The concept of an Arcology was first thought up by visionary architect Wikipedia: Paolo Soleri. The concept of an Arcology (a portmanteau of architecture and ecology) is to maintain a balance between the ideals of architectural design and ecological conservation. By minimizing human settlement into a large megastructure, not only is the environment itself preserved, but the human appreciation of the environment is preserved. In the turn of the 21st century, dozens of arcologies were planned, but plans were stopped by an international recession.

New Pacific facilities included agriculture, zero waste recycling, and even an academy of higher education offering degrees relevant to science and engineering on Titan. Its scientific endeavors included one expedition to drill into Titan's hypothesized subsurface water ocean, which was cut short with the coming of the Collapse.
