The Department of External Observation, or DEO for short, was a United States task force charged with investigating extraterrestrial anomalies throughout Earth.

Overview[edit]

The DEO is responsible for investigating and making contact with extraterrestrial life forms. Employees at the DEO are trained on following the Odysseus Protocol, a type of protocol that is enacted in an event of abduction by those life forms. When the Odysseus Protocol is active, they must observe, connect, conceal, conform, comply and return.[1] The DEO also studies concepts such as pangeometry and strange matter.[2] Reports sent by the DEO are then sent to the U.S. Pentagon for evaluation.[3] The DEO's HQ is found in Chicago, Illinois.

The DEO was established prior to the Golden Age, though the exact date of its formation remains a mystery. The DEO was involved in investigating an unknown energy weapon linked to the death of John F. Kennedy[4][5] and was the department responsible for an investigation into the Les Diablerets incident.[3] During those times, William Moffat was the Director of the DEO. The DEO would submit a report documenting the movement of a spherical object in deep space, which was labeled "X0192", which was later known as the Traveler, and predicted its estimated arrival into the Sol System to be fifty to sixty years.[6] The DEO would then spearhead Project Graviton, with its end product being the Graviton Spike, and Dr. Nella Davis was a mathematician who worked for the project.[citation needed] Another one of its employees, a linguist named Louis Yero, began experiencing strange dreams while he was working at the DEO[7][8][9] until one day, he went into the DEO's containment room and answered a strange phone. What he didn't know was that the Nine were the ones sending him the strange dream before he was then pulled forward in time.[citation needed]

  • The DEO resembles several fictional clandestine government agencies depicted in films, games and works of literature, such as the SCP Foundation, the Federal Bureau of Control from the 2019 game Control, and the titular organization from the Men in Black series.
    • Notably, one of the many anomalous objects contained by the FBC is the Hotline, a 1960s-era telephone which is unconnected to a power source and allows for communication with entities on other planes of existence. This is similar to the anomalous phone picked up by Lodi, which likewise was first discovered ringing despite having its power cord severed, and later allowed Lodi and others to communicate with the Nine.
  • The DEO's investigation into the Les Diablerets incident is similar to the U.S. government's investigation of the 1947 Roswell incident.
