"The city may be overcrowded. The laws may be strict. The few may have all of the power. But at least we're not out there trying fruitlessly to survive. At least we're not out there scared, cold and alone, wondering if we'll live to see the next rise of either sun."
Rhulk, reflecting upon the Regime's rule[1]

The Regime was the government of the sole city on Lubrae. They were worshippers of the Traveler and the Light and required all Lubraeans to follow their order. However, clans known as Wanderers refused to follow in their worship of the Traveler and instead lived in the Wildlands outside of the city. The Regime sent out their Stalkers to hunt down and exterminate the Wanderer clans.[2]
