The Orion Initiative is a Vex army led by Dark Precursor known as The Motherboard who betrayed the other vex and started a rebellion against them which later formed into The Orion Initiative, the group later joined the Shadowkeepers and became more of a special forces units for the Shadow Divisive after the events of the "Fall of the Leviathan".
Location of the HQ
The location of the Orion HQ is currently inside of or around the atmosphere of Neptune, either way there is no way for anyone to get in the sector unless you some type of suit that can withstand the harsh weathers of Neptune.
