I don't know, actually. It probably has something to do with the Vex's twisted timelines, as the Root Mind is a [[Precursors|Precursor]] which are believed to be the ancestors of the present Vex. The Root Mind is faced off in the Simulant Past, where it maybe contributed to the creation of [[Panoptes, Infinite Mind|Panoptes]] and then grew weaker over time (or maybe it helped to create the whole [[Unidentified Vex collective]] that Panoptes belong to).
