You usually get Fractaline from The Sundial Arena, Bounties for Saint-14, and Season Pass rewards, but later on you will be able to collect Fractaline from Gambit, Crucible, Vanguard Strikes, and Generated Fractaline Harvests from The Tower Obelisk.
