Circumstancial Avatars are an Elite Hobgoblins of the Sol Collective encountered in the Thrilladrome Lost Sector. On top of looking like an Elite Hobgoblin, they will also be highlighted by a glow. They will appear within the Vex Network portion of the area, in a number equal to the amount of Circumstancial Controllers left alive in the arcade, where they will stand on far off platforms and suppress the player with Vex Laser Rifles. Destroying an Avatar will make it drop an Arc Cranium, which can be used as extra firepower against the remaining and incoming Vex.[1]
