The only place it appears is in Vex-related speculation, but no canon. I'd ask in DestinyLore or DestinyTheGame if anyone can remember, perhaps even tagging the guy who originally made the post with that saying in the comments on your own post.

Go to your Signature and edit he picture image to 20px, as that'll make it smaller. It is also the recommended maximum size in the Signature Policy.
