Ghalar, The Fugitive is a Cabal commander found within the Sanctum of Bones Legendary Lost Sector on Io. He replaces Pandrok, Pillar of Nothing and the Taken in the Legendary variant of the Lost Sector. It is unknown if by title Ghalar was an escapee from the Prison of Elders and has been hiding out. He is seen accompanied by several Champions and other Red Legion.
