:I think Ether Runner, like Pilot Servitor, Overmind Minotaur, Wretched Knight, and maybe a few others all constitute a unique subset of enemy for our purposes. In the lore they are described as a generic enemy subtype (i.e. Ether Runner is a special variety of Servitor, more Ether Runners exist out there, same with the other three), but in the game they are technically one-of-a-kind boss-tier enemies. I think they qualify as Ultras in the game's parlance, the top of the enemy food chain. Unless HoW has changed things, you should only ever see Ether Runner as a Public Event boss in Anchor of Light. The other enemies I named only appear as bosses in PoE.
