Ally Damage Bonus[Key Word 1] |
Overview[edit]
- Traits
- Mythic
- Solar
- Support
- Close Range Combat
- Weapons
Relic Abilities[edit]
- Passive
- Sacred Flame
Sacred Flame energy charges over time, and charges faster while out of combat. When fully charged, hitting a target with the weapon consumes all the energy and creates 1 Sacred Flame, lasting 10 seconds.
For each enemy granted your Judgment[Key Word 5] effect, passive charging accelerates.
Each Sacred Flame grants allies within 10 meters 240[Parameter 1] Health Recovery per second and a 10% rate of fire increase (up to 3 may exist simultaneously). While near a Sacred Flame, Cassian gains an additional 25% Damage Resistance. When an enemy touches a Sacred Flame, they are granted 1 stack of the Judgment effect.
- Signatures
- Solar Wall 24.0s
Ally Damage Bonus[Key Word 1] Ally Vulnerability[Key Word 2] Summon[Key Word 4]
Swing the Arbiter's Hammer and leap toward the target area, dealing 1600[Parameter 2] Solar damage to target enemies. The Shock at the landing point creates a square measuring 10 meters per side and 4 meters in height, forming the Solar Wall that lasts 6 seconds. While it exists, each edge continuously applies 1 stack, lasting 10 seconds, of the Judgment[Key Word 5] effect.
Additionally, during its duration, any allied projectile passing through the Solar Wall is enhanced, dealing 25% increased damage, and upon dealing damage applies 1 stack, lasting 10 seconds, of the Judgment effect.
Through Solar Wall, a maximum of 1 stack of the Judgment effect can be applied to enemies.
- Solar Purify 15.0s
Recovery[Key Word 3]
Instantly heal all allied units within a 5-meter radius for 1600[Parameter 1] Health, and leave a Stigmata[Key Word 6] on one targeted ally, lasting 30 seconds.
If Solar Purify touches a Sacred Flame, that Sacred Flame releases another Solar Purify centered on itself. Each Sacred Flame can trigger Solar Purify only once.
- Super
- Verdict 120.0s
Cassian raises the Arbiter's Hammer and enters the Verdict state. During Verdict, Cassian uses the Arbiter's Hammer for mid-range throwing attacks.
Each time the Arbiter's Hammer strikes an enemy or the terrain, an explosion occurs within a 6-meter radius, dealing 4000[Parameter 3] Solar damage. A Sacred Flame is also created at the struck target's feet or at the terrain impact point.
Verdict can be entered at any time even when the charge is not full. After entering the Verdict state, and once in Verdict, clicking the Super again ends the Verdict state early and keeps the remaining charge value.
If Cassian is near a Sacred Flame, the Arbiter's Hammer throw speed increases.
- Relic Traits
- Rebirth in Flames: When Solar Wall ends, if a Sacred Flame is nearby, within 3 seconds you may choose to consume 1 Sacred Flame to summon another Solar Wall at your feet. The second instance lasts only half the normal duration.
- Eternal Flame: When in the Verdict state, the Sacred Flame also deals 100 Solar damage per second to nearby enemies. Each new Sacred Flame touched instantly grants Verdict 16 Super energy, then restores 10 more per second until you leave the Sacred Flame radius.
- Holy Cleansing: Solar Purify also removes control effects and grants 6 seconds of status immunity. Additionally, if Solar Purify touches a Sacred Flame, it triggers one Flame Burst[Key Word 7] and applies the Judgment[Key Word 5] effect.
- Weapon Mastery
- Holy Silver Bulley
- LV.1: Cassian's weapon is loaded with 3 special Silver Bullets. While firing continuously, the weapon launches 1 Silver Bullet every 1.5 seconds, dealing 10% weapon damage + 1200[Parameter 2] Solar damage to the first target hit in a straight line; other targets within a 4-meter cone are then hit by one Flame Burst.[Key Word 7] While near Sacred Flame, the Silver Bullet recovery speed increases. Additionally, if the weapon deals Scorch damage to an enemy affected by Judgment[Key Word 5], the weapon's Scorch damage is further enhanced by 30% x Judgment Stages.
- LV.2: Silver Bullet Damage Bonus 10%
- LV.3: Silver Bullet Damage Bonus 20%
- LV.4: The more allied targets that have Stigmata[Key Word 6] the higher the Silver Bullet damage. For each additional allied target, the base Silver Bullet damage increases by 100 points, and the base Flame Burst Blast Damage increases by 50 points. (Stacks up to 2 times) Additionally, targets damaged by Silver Bullet (including both Silver Bullet and Flame Burst damage) are granted 1 stack of a 10-second Judgment effect.
- LV.5: Silver Bullet Damage Bonus 30%
Talent Tree[edit]
- Trial Begins: Sacred Flame's maximum quantity increases to 5 pieces, and Cassian's Damage Resistance while near a Sacred Flame increases from 25% to 50%.
- Sentencing: Flame Burst[Key Word 7] damage dealt to enemies affected by Judgment[Key Word 5] will deal an additional 20% x Judgment Stages of Solar damage.
- Joint Hearing: Judgment's base Scorch damage increases by 50%, and the base Ally Vulnerability[Key Word 2] effect increases to 3%.
- Present Evidence: Silver Bullet reserve ammo increases from 3 rounds to 5 rounds, and the Silver Bullet stacks of Judgment applied by each round increase from 1 stack to 2 stacks.
- Hammer Down: When in the Verdict state, hitting an enemy with the thrown Arbiter's Hammer directly triggers one Flame Burst. Every Flame Burst Cassian triggers can be enhanced by the [Super Boost] attribute.
- Retrial: The Solar Purify triggered Flame Burst can directly double the enemy's Judgment Stages.

Arbiter's Hammer[edit]
- "Raised against the untried and the unsentenced, it is no different from a common lump of iron—swing it however you like, and the light within will not wake. This is no enchantment; it is an oath. Once an oath-breaker stands beneath the court, they are no longer a living soul, but a case."
Court Closure Chime[edit]
At first glance, it appears to be a weapon. But in reality, it is a hammer.
In the old records of the Arbiter's Office, it is called the "Court Closure Chime." The golden Hammerhead was not forged in a single strike; it was formed bit by bit. For every war concluded in the arena, a metallic token—be it a ring, a medal, or a fragment of a Banner—was melted layer by layer into it, until this single piece of gold was amassed. What weighs it down is not just metal, but the weight of resolved cases.
Cassian[edit]
- "The moment I finished reading the Manifesto was the moment I sentenced you to death."
"The world is inherently a slaughterhouse, and rules are the only fences humans have built for themselves; fences will eventually fall, but the act of building them is precious in itself."
Echo[edit]
Gentle, well-traveled, the only person Cassian would ever call "personal."
Diary[edit]
The Foundry[edit]
A man without a past. Like all Lightbearers, he lost all his memories upon resurrection, and no one was there to tell him who he was. The old Arbiter took this amnesiac youth in by the Foundry fire, gave him a name, and taught him three things: stand tall, read fully, and never step into the arena.
When his mentor fell to the gunfire of the Defiant, the Manifesto stopped at the seventh clause; he picked up the gauntlet and completed the remaining articles. The day he became the embodiment of the scales was the day the world no longer needed them.
It was also from his mentor that he first understood the true nature of the Manifesto: it was not a ritual, but a countdown—the moment it was fully read was the moment death was pronounced.
And so he honed the countdown into a double-edged blade: for the guilty, it was execution; for the innocent, it was a reprieve. The procedure became both the shackle on his power to execute and the seconds he fought to win for the living.
Office of the Arbiter[edit]
The Office of the Arbiter was never a formal institution. It was born from a tacit understanding during the Dark Age: when Radegast first proposed to the Warlords to "settle a war with a duel," someone always had to stand in the middle—to read the rules, witness the outcome, and declare the truce. This person bore no arms, took no sides, and had only one authority: anyone who disrupted the arena would be hunted by both duelists. Radegast and Jolder once joined forces to hunt down a Warlord who killed an Arbiter and burned the arena; after that, no one dared to harm an Arbiter again.
Now, he is the only one left in the Office. The champion system has ended, and Haven no longer has wars that require arbitration. Yet every day, he still dons his platinum ceremonial armor, stands in the corner of the Iron Bar, and recites the full set of rules to the young Lightbearers sparring there. Most of the time, people regard this as nothing more than the oldest background noise in Haven.
Only when Radegast passed by would he pause for a moment, nod in the old manner, and address him as "Arbiter." That single acknowledgment was enough to sustain him for half a year.
Duel[edit]
Before the match, news came of the Cabal landing. The Warlord's side evacuated overnight, the Militia withdrew their defenses, and the jurors on both sides gradually left. The field was left with only the Arbiter.
Jolder asked him: Still reading?
He said: As long as someone is still standing in the field, the rules must remain.
Under the skies of the Red Sea Rift that day, with the distant sound of the Cabal's cannons, he recited all three hundred rules to an empty field. His voice was soft, but not a single word was skipped. Jolder listened through the entire recitation and, in front of the empty opponent's seat, performed a salute with the old champion's sword—a gesture of respect to the old system. It was also the first time someone treated his "uselessness" as a ritual rather than a joke.
Later, people laughed at him for reciting to an empty field. He didn't correct them. Only he and Jolder knew that the field wasn't empty that day—it was filled with all the wars that the rules had prevented.
Court in Session[edit]
The remnants of the Eliksni's fallen clan arrived at Haven's outer gates: one adult survivor, several children, and the scorched shell of the Servitor that Ata was forced to destroy. They came to fulfill Ata's unfinished parting words—"Go to Haven, you can survive there"—seeking ether and a shelter from the snowstorm. The tense militia mistook them for raiders preparing to attack the outpost, and when the ether-starved children fainted, the survivor raised their weapon protectively. Someone's finger slipped—a shot landed on the frozen ground.
Cassian stepped out from the crowd and announced "Court in session" at the entrance, beginning to read the rules of the venue. The militia captain froze; the Eliksni didn't understand. Then the survivor—who had learned a few human words in Ata's class—awkwardly raised both hands and performed a human court salute that the children had taught them.
Cassian returned the salute. At that moment, the old scales measured the weight of another race for the first time.
He held court for three days and established a new covenant: the militia would ensure supply routes and ether allocation, Donovan-17 pledged to research ether replacement devices for the children, and Ata served as translator and witness. The reading was still lengthy, but for the first time, he added his own clause to the rules: "Before the rules are finished being read, both parties must first listen to each other."—It was something Harrow had once excelled at; he finally understood that listening is also part of arbitration.
On the night of the agreement, Echo mentioned that someone had silently watched the entire process. In the corner of the crowd, Umeko closed her recording terminal and wrote in the observation log:
"Subject: Cassian. Evaluation: Supremely fair and just type—usable."
Discipline[edit]
The first rule of the Office of the Arbiter is "An Arbiter has no personal stance." He once witnessed his teacher lose composure for the only time—roaring in anger at a duelist who broke their oath, a duel that nearly devolved into mutual slaughter on the spot. Since then, he has suppressed all emotions beneath his ceremonial armor, allowing himself only a slight nod even when pleased.
Neutrals don't accept thanks—being thanked implies suspicion of bias. So when an Eliksni child stuffed a half-melted sugar cube into his hand, this man who could recite 300 rules backward froze on the spot, combed through every regulation but found no corresponding procedure. In the end, he solemnly said "Acknowledged" in the most standard verdict posture and ate the sugar as if executing a judgment.
The Captain's Wedding[edit]
The Militia Captain is getting married and asked me to be a witness. He said that in the entire city, no one embodies the word "witness" more than I do.
I said I only witness duels and truces. He said weddings are truces too: two people argue for half a year, then finally stop and decide to live under the same roof.
I can't argue with that. The rules indeed don't specify that witnesses must stand inside the arena.
The Captain offered me the first drink. I don't drink, so I carried the glass home after the gathering. Now, the glass sits on the windowsill. Echo says it's in the way. I told her she could float somewhere else.
Who Arbitrates the Arbiter[edit]
Roughly half a month ago, Donovan-17 set up an ether substitute device for the children, which suddenly overloaded at night, its light illuminating half the district beyond the outer gate. The Militia sealed off the site, and a "maintenance report" was handed over by someone: the device had been used as a beacon to guide the main force of the Fallen—and the energy signature pointed to an Eliksni Servitor's core shell. The evidence was complete, the procedure was complete, and the Militia Captain placed a "detention order" in front of him, asking the Arbiter to "rule according to the regulations."
He read the report three times. The procedure was flawless. As flawless as a verdict halted at the seventh clause.
An echo retrieved a fleeting shadow from the fragments of the device: the night before the incident, the shadow of a Ghost signal overwrite reached into the device's core. It couldn't prove who was behind it—the Whisperers' manipulation of information only leaves results, never names. They don't need to kill other species; they only need to make humanity use lawful procedures to drive them away—the scales will do the rest for them.
The most procedural person in the world stood before the most perfect procedure, and with a voice meant for declarations, said:
"This arbitration is invalid."
He removed his gloves and placed them on the regulations. Then, for the first time in thirty years, he clenched his fist and, as a participant, stepped into the center of the field, standing in front of the remnants of the Eliksni.
"By the old precedent of the Office of the Arbiter: Those who overturn the field are enemies to both sides of the duel." He looked toward the direction where the observer was hiding in the crowd, "I now identify the one who disrupted this field—appear in court for judgment."
The Whisperers withdrew that night. The observation log gained one final line: "Uncontrollable. Reevaluate."
He stood amidst the empty crowd until dawn, finally understanding the question he needed to ask next: If the scales can be wielded as knives—then, "Who arbitrates the Arbiter?"
No one answered him. But the next morning, he put his gloves back on and began rewriting the rules.
Summons[edit]
The summons was delivered in the format he was most familiar with: a neatly arranged arbitration request form, complete with applicant, cause, and evidence list. The applicant column read: the Whisperers. The respondent column read: Cassian.
The matter boils down to one point: out of the thirty-one arbitrations he handled, in one instance, he permitted an extrajudicial massacre—the Warlord Vorek's surrendering settlement in the South, where 400 people laid down their weapons as per his declaration, only to be slaughtered three days later.
The Whisperers, following their principles, proposed: his Ghost Echo should "properly guide him" and, if necessary, grant him eternal rest. The respondent is requested to attend an "internal evaluation."
He finished reading the summons and, for the first time in thirty years, let out a small laugh—barely audible. Finally, someone had submitted a proper procedure to him. But this procedure had no court, no public hearing, no cross-examination; it was an evaluation document from an intelligence organization. Justice hidden in the shadows is not justice—it's a blade.
He agreed to attend but laid down his conditions: if you're going to arbitrate me, then follow the rules of arbitration—public court, both parties present, and testimonies allowed. The reply was delivered to the Council of Twelve by Umeko, and it contained only one sentence:
"Since you claim to be fair, then be openly fair."
The Fish Got Burnt[edit]
Went fishing at the south pier today and caught three. Gave one to the Militia on duty, one to the undertaker—she said river fish must first pay respect to the river, so I complied and placed half a fish back by the riverbank. The last one I brought home to cook. Burnt it.
The Echo said it was because I recited two rules while burning the fish. I deny it. The pot admits it.
The kid from the outer gate came to deliver salt and happened to witness the whole process. She still ate two bowls. She said the burnt fish had the flavor of the fireside by the door, and she liked that taste.
Next time, I'll keep an eye on the pot. Probably.
To Myself Before Reviving[edit]
Written to Myself Before Reviving:
I still don't know your name. The Echo recited your Last Words to me many times. I memorized the rhythm, but I still don't understand the meaning.
Others say I am you. I didn't fully believe it, but I read everything you were reciting when you died, not missing a single line. Where you learned it and why you were reciting it even at the brink of death—these two questions I don't have answers to either. I will use the remaining years of my life to find the answers. Until then, the defendant's seat in this case will remain empty.
The Echo once asked me: If one day you really come to file a complaint, what would you do? I thought about it for a long time. My answer is: Listen to him finish talking first, then ask him what he wants.
Before this case goes to trial, I will continue my life as usual: reading the rules, holding trials, and taking commissions. When you come, the court will be in session.
—Cassian
