==Radegast==
Chief [[Iron Lords/Rising|Iron Lord]], [[Ahamkara/Rising|Dragonkeeper]], Lord of Haven, Enemy of Tyranny, Liberator…

[[Radegast/Rising|Radegast]] has many prestigious titles, and he has also proven time and time again with his strength that he deserves them. Ever since he raised the Iron Banner and created the Iron Lords, he had been dedicated to one goal: bringing [[Human/Rising|human]] civilization back to its glory days, by any means necessary.

Now, Radegast takes command of Haven, welcoming all like-minded [[Lightbearer/Rising|Lightbearers]] to join his cause.

==Kevarrh==
A [[Fallen/Rising|Fallen]] who has allied herself with Haven.

[[Kevarrh/Rising|Kevarrh]] was once a highly promising commander in the [[House of Devils/Rising|House of Devils]] who took part in the invasion of Earth. However, the fact that the [[The Traveler/Rising|Traveler]] abandoned the Eliksni and turned to humans always left her ill at ease.

During an attack, she encountered Radegast and made a choice that would shock both the Iron Lords and her fellow Eliksni: defecting to the humans.

Since then, Kevarrh has served Radegast in the role of Eliksni cultural consultant. She even leads a special troop composed of Fallen captives.

==Morgran==
A young Ahamkara dwelling in Haven.

In a coincidental encounter, Radegast found a newly hatched Ahamkara.

Faced with [[Morgran/Rising|Morgran]]'s powerful yet unstable abilities, Radegast came up with a solution called "[[Morgran's Prey/Rising|Morgran's Prey]]," which would allow Morgran to gain the wish power needed to grow without the risk of losing control.

==Skorri==
The Iron Bard of Haven.

Before joining the Iron Lords, [[Skorri/Rising|Skorri]] was known as the "Battlefield Bard" who wrote and sang about the battles between [[Warlords/Rising|Warlords]]. When she heard of the Iron Lords' vision for a better future, though, she decided right then and there to join them, for it was with this organization that she would pen songs about the battles that would change the world.

Now, Skorri runs the [[Iron Bar/Rising|Iron Bar]] near Haven. After all, apart from the fight between two Lightbearers, few other things can inspire her to write.

==Bazinet==
The Gunsmith of Haven.

Despite her cheery and warm appearance, the trauma of many tragic partings during the [[Dark Age/Rising|Dark Age]] has caused [[Bazinet/Rising|Bazinet]] to keep others at arm's length. Conversely, she always takes a particular tone in explaining the firearms she maintains to her customers, speaking as if they were living, breathing human beings rather than pieces of metal welded together.

==Pandora-7==
A quirky [[Exo/Rising|Exo]] Caravanner who often appears in Haven.

[[Pandora-7/Rising|Pandora-7]] collects all sorts of exotic treasures from across the globe, with some even hailing from alien planets in [[Sol System/Rising|Sol]]. Most of these items are useless in combat, but people love these trinkets even more than weapons and armor. Perhaps this was why Pandora-7 has a wide network of contacts.

Almost every Lightbearer knows her. Want to meet some new friends? Talking to Pandora-7 is the best way.

==Donovan-17==
A technician from the [[Golden Age/Rising|Golden Age]].

After the [[Collapse/Rising|Collapse]], human civilization was almost wiped out, and many miraculous technologies were lost. It was with extreme luck that a few personnel who were familiar with Golden Age technologies survived, giving their technologies the potential of a second chance.

[[Donovan-17/Rising|Donovan-17]] was one such technician. As a former employee of Bastra, Donovan can manipulate the [[Shifting Gate/Rising|Shifting Gate]], enabling Lightbearers to travel across space and explore the various ruins of the Golden Age.

==Mishra==
A scholar in Haven.

[[Mishra/Rising|Mitra Mishra]] used to be obsessed with the knowledge of the Golden Age, fantasizing about rebuilding human civilization by recovering old technologies.

Driven by his idea, he once took a hiking trip. No one knows exactly what he experienced on his hike. All we know is that upon his return, Mishra's conviction was changed. He was no longer obsessed with the past. Instead, he began to assist people in building communities—"[[Packs/Rising|Packs]]"—and focused on making a difference through the power of humans themselves.

He still travels occasionally, though.

==Wu Ming==
The somewhat shaggy boss of [[Bad Old Time/Rising|Bad Old Time]].

This nameless man once ran a tavern at the Iron Lords' stronghold at the foot of [[Felwinter Peak/Rising|Felwinter Peak]]. When Radegast decided to move his territory to Haven, [[Wu Ming/Rising|Wu Ming]] moved along with him, taking up his old trade once more.

In addition to serving regular drinks, Wu Ming often teaches his patrons to play a [[Shadowshaper/Rising|card game]]. Thanks to his promotion, the game has become popular among Haven residents and Lightbearers alike.

==Xûr==
The Emissary of the enigmatic "[[The Nine/Rising|Nine]]."

With a face of dancing tentacles and a misty asphalt-like substance atop a humanoid form that seems just barely held together by his clothes, [[Xûr, Agent of the Nine/Rising|Xûr]] is an entity that is almost impossible to comprehend with conventional biological knowledge. No one knows precisely when he appeared in Haven.

In the extremely limited communications with him, he has claimed to serve a group of entities called the Nine and has come to Haven in search of Lightbearers to take part in [[Realm of the IX/Rising|certain challenges]]. But what exactly are the Nine? This remains a mystery—perhaps even to Xûr himself.

==The Speaker==

A [[Speaker/Rising|mysterious child]] who wears a unique mask. She is said to be capable of communicating with the Traveler.

In the Golden Age, the chosen [[Speaker (title)/Rising|Speakers]] were able to perceive the Traveler's dreams. However, ever since the Collapse, the wounded Traveler has appeared unable to communicate normally. This resulted in incomprehensible information flooding the Speakers' minds and driving them to insanity. Only a few found a way to make the dreams clearer.

Nowadays, there are very few surviving Speakers.

Since the Golden Age, many have coveted the special abilities of the Speakers. They attempted to decipher the secrets associated with the Speakers and the Traveler, yet they all failed without exception, leaving only incomplete technology and tormented victims in their wake.

When the Fallen arrived on Earth, they discovered those technologies and, yearning for the Great Machine's return, launched the research anew, bringing with it a new endless stream of tragedy.
