The Consensus was the ruling body of the Precursors, responsible for overseeing the various factions of the Precursor people, including the Penitent, Nihilist and Solipsist. After the Traveler abandoned the Precursors's homeworld after they attempted to link it to the Veil, the Penitent would become the dominant faction of the Consensus after voting to disassemble the other factions.[1]
