Cesar Hiponia was a shipwright who worked in the Tower around the time of the Battle of the Twilight Gap. Following the exile of Vanguard Commander Osiris, Ikora Rey suggested to him that he have Hiponia inspect his jumpship, the Sails of Osiris, prior to his departure to ensure that is was in working order.
