To avoid flooding the tag, the only enemies that should be counted as characters are ones with lore and story behind them. For example, Phogoth shouldn't make the cut since Phogoth has no story and is just an enemy target. Skolas, however, should be included. Not only is the House of Wolves revolve around him, he also has a substantial amount of lore concerning his history, actions, and motivations. Enemies shouldn't be tagged characters unless they have a part in the story
To avoid flooding the tag, the only enemies that should be counted as characters are ones with lore and story behind them.
