Barrier Hobgoblins are elite Hobgoblin units belonging to the Vex armed with enhanced Barrier tech. When enough damage prompts the unit to, the Hobgoblin will envelop itself in a dome-shield while regenerating (as is custom among Hobgoblins) and suppressing enemies with its weapon while doing so. To prevent the Vex unit from regenerating and staggering it for better damage, a Guardian should use Anti-Barrier Rounds to penetrate the shield and stagger the unit while providing a window for damage for everyone.
