Walter

A Warlord leader who occupied the Welsh mountains.

Walter was an ambitious and exceedingly cruel tyrant who seized all key facilities and transportation routes in Northwest Wales. With Beaumaris Castle at its center, he kept a tight grip on his territory. Wales was subject to a strict class structure under Walter, and with the blood dragon as his seal, he held king-like rights. The Lightbearers he ordered about were not his slaves, but his hatchet men; as for the Lightless, he saw them as little more than talking livestock. Beaumaris Castle was a place of extreme luxury, but beyond its walls, mortals lived in abject poverty, treated as expendable resources by their ruler.
