PФБA is an organization that existed in Russia prior to the Collapse. Its logo is found all over the Cosmodrome.[1]

Trivia

The full name for PФБA is seen on the patch from the Limited Edition, which is "РОССИЙСКОЕ ФЕДЕРАЛЬНОЕ БЮРО АЭРОНАВТИКИ". This translates to "Russian Federal Bureau of Aeronautics."
