A former fortress city on the Mediterranean.
When the Mediterranean region fell, a new city rose from the ruins of Old Venice. After gathering nearly all of the humans around the Adriatic Coast together, the City of Water became the region's largest fortress city.
Their natural geographic advantage enabled them to fend off multiple Fallen attacks, but several decades ago, it suddenly became a ghost town.

It's said the Fallen rallied their forces across southern Europe and formed an allied army of multiple Houses, all swearing to take down the City of Water, the last fortress standing in the Mediterranean.
In the end, the Fallen razed the city to the ground, and it's said that only a Warlord leader named Rossi-11 survived.

In terms of administration, the City of Water's ruling Warlords made most of the decisions, and their lieutenant was responsible for the execution of orders. This lieutenant was referred to as the security officer and was a strong military presence with exceptional administrative processing capabilities.
From the City of Water's establishment to its fall, the position was constantly held by a mortal named MacDuff.

The City of Water's ultimate downfall began with a conflict between its two lords. Rossi-11 insisted on defending the city to the death, while Darius-5 argued to abandon it and live one. The argument escalated, and Darius-5 accidentally killed Rossi-11's Ghost, resulting in their friend and ally's death. Leaderless against the allied Fallen army, the City of Water finally met its demise.
