Sabikis, the Patroller[edit]
The Fallen Captain that had been chasing Zev in the Old City.
This elite warrior from the House of Devils seems determined to control the Old City.
Vanok, the Arclite[edit]
A techno-priest of the House of Devils.
Vanok was also a member of the Splicers. At the behest of one of the higher-ups of the organization, Vanok used Riis technology to transform the Jiangshi Weather Control Facility, which was originally used for cloud dispersal and artificial rainfall, into the "Fulminator," a device capable of creating large-scale and prolonged thunderstorms.
Niviks-3[edit]
The Fallen Servitor that tried to capture Jiangshi Metro Town Hall.
It's hard to ascertain why it suddenly attacked Jiangshi Metro Town Hall. The only lead may be the large amount of Golden Age construction materials kept nearby.

A Fallen treasure hunter who came to the crashed Ketch in search of an artifact from Riis.
In Fallen society, treasure hunters are known for their avid interest in the Riis's Golden Age technology.
Upon hearing that a Riis artifact was suspected to have been found in the crashed Ketch in Jiangshi Metro, Sorriks quickly arrived on the scene, ready to recover the Riis-born legacy. However, he seems to be backed by an even stronger force…

In actuality, the Splicers are likely secretly manipulating such warriors into retrieving lost Riis technology and preventing it from falling into what they would deem the wrong hands.
Molkrul, the Engineer[edit]
The technician who has seized control of the Lanyue 5 Factory.
Molkrul is a Vandal elite from the House of Devils. Obsessed with technology, he knows machinery like the back of his hand and was always responsible for repairing the Ketch's Shanks. After the House of Devils occupied the Lanyue 5 Factory, the Golden Age technology the humans left behind caught his eye. This led him to station himself in the factory, where he could research and dismantle the machines once used for producing rockets until finally, he repurposed the original rocket part assembly line to mass-produce Shanks. Using the lab's equipment, he also crafted a massive and exceedingly powerful Shank prototype.
Belaaks, Devil Sentry[edit]
The mechanical monster created by the Splicers at the Lanyue 5 Factory.
Belaaks has the appearance of a Heavy Shank, but its firepower and armor are unmatched among the Fallen's machines—even the most outstanding Lightbearers cannot fight the Devil Sentry head-on.
Umbliks Prime[edit]
Prime Servitor of the House of Devils.
After the destruction of Malik's, the former Prime Servitor, in a surprise attack by the Iron Lady, a Servitor named Umbliks-7 was hastily modified into the Prime Servitor to take its place and fill the gap. But due to the urgency, Umbliks-7's transformation was incomplete and not ideal in terms of both computing power and Ether production. The Splicers had long intended to replace it.
Issakis, the Fourth Archpriest of the Splicers[edit]

An Archpriest in the Conclave of Archbishops, the leadership of the Splicers, and head of the House of Devils in Jiangshi Metro.
Currently, nothing is known about him, though Sorriks did mention a high-ranking member of the Splicers called "the Martyr" in his communications.
Issakis seems to have not directly taken part in the House of Devils' invasion of Jiangshi Metro, but he and the Splicers may be influencing their operations from behind the scenes.

An Archpriest in the Conclave of Archbishops, the leadership of the Splicers, and head of the House of Devils in Jiangshi Metro.
He monopolized the transformation of the upper station of the Lanyue Space Elevator. Aside from giving orders to the members of the Splicers, Issakis is rarely seen in battles, opting instead to spend his time at the Eclipse Monolith conducting his fanatical experiments. Issakis doesn't trust others, keeping the only authorization of the Eclipse Monolith to himself. Finish him, and the Splicers' plan will collapse in on itself.

It won't be so easy to assassinate Issakis since there are three forces that provide him non-stop protection: the garrison in the upper level of the Space Elevator, the drones at the Space Port, and the monster grown in the laboratory.

Issakis is now located in a cabin that is part of the Eclipse Monolith's assembly line—a place once used to produce backup components for the space station, but which has been repurposed into a Fallen weapons factory.
Issakis is likely not here to supervise production, though…

In the assembly line of the Eclipse Monolith, Issakis merged his consciousness with a Walker, becoming a complete cyborg. He has now returned to his command post, where he will carry out the next phase of his fanatical plan.
