The Sky Burners are a detachment of the Cabal. They are only encountered during the final phase of the Cerberus Vae III and Dust Palace strikes. The fact that they are only seen protecting high-ranking Cabal suggests that they're a bodyguard of sorts. They can be identified by their light blue armor and brush on their helmets.
