I'm afraid all you've been reading too deeply into this. Mara is not fully Light, but it doesn't meant that her Throne World is too. There has been nothing in the Throne entry of the Lore:The Dreaming City book to neither approve nor disapprove Mara using Sword Logic to create Eleusinia for the Light. Eleusinia is just about the only throne world Eris Morn had inside knowledge into its creation, and she was in Mara's company the whole time she wrote that letter to Asher Mir prior to The Taken King.
