:::Umm.. Ahem.. Well.. No. Now that I think of it, it is still speculation as to whether they ''are'' a Guardian faction.. Nevertheless, I guess it's still the same point. It's more likely that the "Dead Orbit Foundry" is a part of the Dead Orbit (faction), rather than the name for the entire faction. But we can't rule anything out yet, the article may have meant "Built by the Dead Orbit'''s''' Foundries", or "Dead Orbit Foundries" as in a faction.
