Corrected the legacy of Rasputin. Hierarchy of Needs wasn't something designed to put Soteria back together, it was just the nearest thing the AI found to put itself into to escape the Vex.
(Correct me if I’m wrong but I’m pretty sure it’s been established that Rasputin was the only Warmind. He’s not really the “surviving” currently either.)

Though Rasputin was fully destroyed with the AURORA SACRIFICE protocol, he survived by the city of Neomuna and its creator Soteria through Nefele Stronghold and his collaboration with the Ishtar Collective, along with a device retrieved by the Guardian months earlier and which was designed to restore Soteria following her near-destruction in Neomuna's creation. Several weeks after his destruction, the Guardian would head to Neptune to protect the last traces of Rasputin's legacy from annihilation at the hands of the Witness and Emperor Calus.
