While it's true that he's the commander of the Siege Dancers the Dunemarchers lore tab doesn't mention the leader of the Siege Dancers as a Primus: if the Siege Dancers are a subgroup of the Dust Giants who are a subgroup of the Sand Eaters than the Primus that the armor is referring to is the unnamed Primus of the Sand Eaters that was killed by Calus (and thus angerining the Siege Dancers) Another point is that if Calus was the mandate than this happened when he entered the system not before
