The Arms Dealer is a Strike in Destiny 2 set on Earth. The Strike is directed by Zavala, Cayde-6 and Suraya Hawthorne and tasks the Guardians with tracking down Bracus Zahn, a Cabal weapons supplier who is manufacturing weapons for the Red Legion.
