- I don't know, actually. It probably has something to do with the Vex's twisted timelines, as the Root Mind is a Precursor which are believed to be the ancestors of the present Vex. The Root Mind is faced off in the Simulant Past, where it maybe contributed to the creation of Panoptes and then grew weaker over time (or maybe it helped to create the whole Unidentified Vex collective that Panoptes belong to).
