This may be due to the Witness having achieved the final stages of its eons long crusade. Due to the Witness proclaiming that the Final Shape "awaited them" right before forming the link between the Veil and the Traveler, all its proclaimings the Witness had told may had been a facade to hide its true colors. As it was revealed that the Veil was the Witness needed to further advance its aims, all of its followers, the Disciples and the Witness's armies, the Tormentors and the Hive, including the Black Fleet, may had become of no longer use for it, as it is about to fulfill its aims.
